District Attorney Brooke Jenkins Announces Oakland Man Charged in Connection to Violent Unprovoked Attack on Elderly Asian American Victim

James Lee Ramsey is charged with multiple felonies in connection to violent attack that landed 88-year-old Asian American woman in hospital.

San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Oakland resident James Lee Ramsey (27) has been charged in connection to an unprovoked attack on an 88-year-old Asian American woman on the unit block of Ellis Street.  Mr. Ramsay is charged with multiple felonies and allegations including felony elder abuse (PC 368(b)(1)), assault by means likely to produce great bodily injury (PC 245(A)(4)), and battery causing serious bodily injury (PC 243(D)).  He is also charged with one count of misdemeanor battery (PC 242) in connection to a second victim at the scene and misdemeanor vandalism (PC 594(B)(1).  Mr. Ramsey was arrested by members of the San Francisco Police Department on July 21, 2023 

“The crimes that Mr. Ramsey is accused of are horrific,” said District Attorney Brooke Jenkins.  “I am grateful to the witness who was able to detain him until police arrived ensuring that he did not flee.  My office, on behalf of the victims, and every San Franciscan who is fed up with brazen violence like this, will stand for justice and seek to hold him accountable for his crimes.”

Mr. Ramsey is alleged to have kicked the elderly victim to the ground in an unprovoked attack at approximately 11:16AM.  A witness saw the incident and detained the suspect until officers arrived.  The suspect is alleged to have also committed a battery on the witness.  Officers rendered aid and summoned medics to the scene who transported the elderly victim to a local hospital for non-life-threatening injuries.

Mr. Ramsey is scheduled to be arraigned on Tuesday, July 25, 2023, at 1:30PM in Department 10 at the Hall of Justice.   Prosecutors are seeking pre-trial detention for Mr. Ramsey because of the public safety risk he poses.  If convicted of all charges, and all allegations are found to be true, he faces more than 10 years in State Prison.
