THREE CHARGED IN CONNECTION TO NARCOTICS TRAFFICKING

San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that three individuals were charged in connection to narcotics trafficking.  Patricia Cruz-Ramirez (21) of Oakland, Marvin Licona (33) of Oakland, were arraigned on March 1, 2024, and Luis Velasquez (34) of Oakland was arraigned on March 4, 2024.  Each pleaded not guilty and denied all allegations.  All three are charged with transportation, sale and furnishing a controlled substance (H&S 11352(a)), and possession for sale or purchase of controlled substance (H&S 11351).  The criminal complaint alleges that Ms. Cruz-Ramirez and Mr. Licona committed these crimes while released on their own recognizance.

“I would like to thank the San Francisco Police, California Army National Guard, and all of the federal, state and local law enforcement entities working together to fight narcotics traffickers and close open air drug markets in our city,” said District Attorney Brooke Jenkins.  “Every legal resource available to us must be used to deter and disrupt the flagrant drug trafficking in our community.  Brazen drug dealers who continue to peddle death on our streets and hold neighborhoods like the Tenderloin hostage must be held accountable and face consequences for their actions.”

According to court records, on or about February 27, 2024, pursuant to an extensive San Francisco Police Department narcotics investigation resulting in the execution of multiple search warrants, arrested following a traffic stop by San Francisco Police officers.  All three individuals were in a car that contained over 500 grams total of fentanyl. The execution of a search warrant at a home which was linked to all of the suspects yielded over $71,000.00 in cash.

The next court date for each suspect is March 13, 2024, in Department 20, for the preliminary hearing in this matter.  The District Attorney’s Office moved to detain each suspect pending trial because of the public safety risk they pose.  The court set bail in the amount of $100,000 for Ms. Cruz-Ramirez and Mr. Licona.  The court set no bail and remanded Mr. Velasquez into custody.
