San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Javier Avara (39), Freddy Doblado-Garcia (20) and Oscar Izaguirre-Figueroa (20) have been charged with multiple felonies in connection with narcotics trafficking in SOMA.
Mr. Avara, Mr. Doblado-Garcia and Mr. Izaguirre-Figueroa were each arraigned on August 15, 2025, and each pleaded not guilty to all charged and denied the allegations. Mr. Avara is charged with seven counts of felony narcotics sales-related charges including possession for sale of fentanyl, transportation, sale and giving away fentanyl and methamphetamine. Mr. Doblado-Garcia is charged with six counts of felony narcotics sales-related charges and Mr. Izaguirre-Figueroa is charged with four counts of felony narcotics sales-related charges. The criminal complaint also includes an allegation that Mr. Avara was released on his own recognizance or on bail in four pending felony narcotics sales cases at the time of the case charged. The criminal complaint also alleges that each of them possessed over 100 grams of fentanyl.
According to court documents, Mr. Avara has been the subject of an ongoing police investigation after he had been charged and released in several pending felony narcotics cases where the court has allowed him to remain out of custody (Court numbers: 23013121; 23021242; 25005705; 25014204). Through the course of their investigation, San Francisco Police were able to determine that Mr. Avara allegedly travelled from an address in Alameda County to San Francisco on an almost daily basis. On August 13, 2025, at 5:15 p.m., the police observed Mr. Avara, Mr. Doblado-Garcia and Mr. Izaguirre-Figueroa enter the Coliseum BART station, board a train bound for San Francisco and then exit the train at Powell Street BART Station. All three then exited the station to the street level on Stockton Street. The police detained the three of them and a fourth man on the 800 block of Market Street. The fourth man allegedly purchased methamphetamine from one of the members of the group.
The police searched Mr. Avala and found 52.6 grams fentanyl, 21.8 grams of methamphetamine, a cell phone, a scale and $169.00 cash. The police pat-searched Mr. Izaguirre-Figueroa and felt a chunk in his pocket that the officer immediately recognized by feel to be consistent with fentanyl. The police removed the item which weighed 27.6 grams fentanyl. The police searched Mr. Doblado-Garcia and found 52.2 grams of fentanyl, a machete and a scale in his backpack.
The police then searched an Alameda County residence and found the following in a room allegedly occupied by Mr. Alvara and Mr. Doblado-Garcia: $209.00 cash, 57.4 grams of fentanyl, 8.4 grams of methamphetamine and 2.2 grams of suspected fentanyl pills.
The District Attorney’s Office moved to have Mr. Avara, Mr. Doblado-Garcia and Mr. Izaguirre-Figueroa detained pending trial because of the public safety risk they pose. No bail was set for any of them, and they each remain in custody. The next court date for each of them is August 27, 2025, for the preliminary hearing.
