San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that 13 people have been charged in connection to multiple recent Drug Market Agency Coordination Center (DMACC) and law enforcement narcotics operations in San Francisco.
Today at 1:30 p.m., 12 individuals are scheduled to be arraigned following the Fugitive Recovery Enforcement Team (FRET) operation on August 6, 2026, and other recent narcotics operations. One individual is scheduled to be arraigned on August 10, 2026.
Following August 6th operations by DMACC and the narcotics unit, the following six individuals have been charged with narcotics sales related charges including possession for sale of fentanyl, cocaine, and methamphetamine:
- Karen Johnson, 61, of San Francisco
- Anthony Blancher, 32, of San Francisco
- William Wyloge, 40, of San Francisco
- Jae Sohn, 48, of San Francisco
- Tataneka Nelson, 50, of San Francisco
- Nelson Velasquez, 32, of San Francisco
Five of these individuals had pending cases before in our office at the time they were arrested.
Four other individuals are also facing more serious narcotics sales cases as they were armed at the time of their arrests:
- Elsy Aguilar-Viera, 20, of San Francisco
- John Daugherty, 66, of San Francisco
- Clifton Martin, 68, of San Francisco
- Josae Hernandez-Navarro, 25, of San Francisco
Each of these individuals have been charged with narcotics sales related charges including possession for sale of fentanyl, cocaine, and methamphetamine and various weapon and firearm possession charges including unlawful possession of a firearm by a felon, possession of a concealed firearm, and possession of ammunition. Two had pending cases before our office.
Three other individuals recently arrested by law enforcement on patrol in the Tenderloin, Bayview and Southern districts, are facing firearm and weapons related charges in addition to narcotics possession charges:
- Shawn Stuart, 55, of San Francisco
- John Norman, 39, of San Francisco
- Keith Lindsay, 42, of San Francisco
Each are facing multiple felonies including unlawful possession of a firearm by a felon, possession of a concealed firearm, and possession of ammunition in addition to narcotics possession charges. Two were released on pending cases in our office. Mr. Lindsey was awaiting sentencing at the time of his arrest for another case.
Last week, on July 29, 2026, the narcotics unit made several arrests in connection to the search warrants served in Alameda County that resulted in the seizure of over 8 pounds of narcotics bound for San Francisco.
Four individuals have been charged by our office with possession for sale of fentanyl, transportation sale and giving away of controlled substances and maintenance of a place for selling or using a controlled substance.
- Nestor Reyes-Palma, 22, of Oakland
- Francisco Cruz, 26, of Oakland
- Nestor Quinones-Cubas, 21, of Oakland
- Wilmer Mendez-Raudales, 19, of Oakland
Mr. Cruz and Mr. Mendez-Raudales are also alleged to have committed these crimes while being released on their own recognizance on other pending cases.
All four have pleaded not guilty to all charges and denied the allegations.
Mr. Cruz and Mr. Mendez-Raudales’ next court date is August 11, 2026, for the preliminary hearing. Mr. Reyes-Palma and Mr. Quinones-Cubas’ next court date is also August 11, 2026, to set the date for their preliminary hearings.
Each of these cases demonstrate law enforcement’s ongoing commitment to closing open-air drug markets and taking dangerous drugs and guns off our streets. Of the 13 individuals charged nine had pending cases. One had already been convicted and was awaiting sentencing.
The San Francisco District Attorney’s Office is committed to working collaboratively with law enforcement partners at all levels of government to dismantle drug markets, take illegal firearms off of our streets, and remove dangerous and repeat offenders from our communities. This work must be persistent and sustained in order to provide every resident of San Francisco the thriving and safe neighborhood that they deserve.
