TWO CHARGED IN CONNECTION WITH NARCOTICS TRAFFICKING

San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Emanuel Kardona-Martinez (21) and Sharlene Allgood-Pfiester (25) have been charged with multiple felonies in connection with narcotics trafficking near Sixth Street and Market Street. Mr. Kardona-Martinez and Ms. Allgood-Pfiester were both arraigned on August 25, 2025, and each pleaded not guilty to all charges and denied the allegations.

Both Mr. Kardona-Martinez and Ms. Allgood-Pfiester have been charged with transportation, sale, and giving away a controlled substance (H&S 11352(a)), possession for sale of a controlled substance (H&S 11378), possession for sale of a cocaine base (H&S 11351.5), possession for sale of a designated controlled substance (H&S 11375(b)(1)) and possession for sale or purchase of controlled substance (H&S 11351) with an allegation that a substance containing fentanyl in the above charged offense exceeded 100 grams by weight (H&S 11370.4(c)(1) (B)). The weight enhancement is alleged in this case pursuant to new laws that were enacted with the passage of Prop 36. The criminal complaint also includes an allegation that Mr. Kardona-Martinez committed these crimes while released on his own recognizance or on bail in another pending felony narcotics case (PC 12022.1(b))

According to court documents on the evening of August 21st, 2025, undercover officers approached Mr. Kardona-Martinez at approximately 12:06 a.m. on the 1000 block of Market Street and allegedly observed him holding a plastic baggie containing a white substance of suspected narcotics. The undercover officer allegedly asked for “isa”, a street-slang term for fentanyl, to which Mr. Kardona-Martinez nodded. The officer then allegedly asked for “thirty” and handed him $30 of marked city funds. Mr. Kardona-Martinez allegedly then walked over to Ms. Allgood-Pfiester and obtained a white digital scale and plastic baggie from the backpack she was wearing. Mr. Kardona-Martinez then allegedly removed a white substance from the plastic baggie and weighed it out, handing officers 2.5 grams of fentanyl. Upon completion of this transaction officers moved to arrest both Ms. Allgood-Pfiester and Mr. Kardona-Martinez. Upon arrest, officers searched Mr. Kardona-Martinez and located over $900 cash. During the course of this investigation, officers determined that at the time of this incident Mr. Kardona-Martinez had an open bench warrant for arrest for failing to appear in court on August 12, 2025, as he failed to appear in court in his other pending felony narcotics sales case.

Officers also conducted a search of the backpack Ms. Allgood-Pfiester was allegedly wearing and a black bag she allegedly dropped at the scene. The search of the backpack produced 73.5 grams of fentanyl and a scale. The search of the black bag found a total of over 100 additional grams of fentanyl, 250 grams of suspected alprazolam, 6.7 grams methamphetamine, 3.1 grams cocaine base and another scale. At the time of arrest, officers determined that Ms. Allgood-Pfiester was on diversion for a misdemeanor narcotics case (Court number 25010349). Ms. Allgood-Pfiester was also recently placed on felony probation in Marin County for a violation of PC 530.5(a) and has a prior felony conviction in Sutter County in 2023 for failure to appear.

The District Attorney’s Office moved to have both Mr. Kardona-Martinez and Ms. Allgood-Pfiester detained pending trial because of the public safety risk they pose. No bail was set for either and they were both kept in custody. The next court date for each of them is September 8, 2025, for the preliminary hearing.

Although charges have been filed, this remains an active investigation. Anyone with information is asked to call the San Francisco Police Department Tip Line at 1-415-575-4444 or Text a Tip to TIP411 and begin the text message with SFPD. You may remain anonymous.
