MAN CONVICTED OF MULTIPLE COUNTS OF DOMESTIC VIOLENCE, ASSAULT, BATTERY, ELDER ABUSE AND VIOLATING CRIMINAL PROTECTIVE ORDER

San Francisco, CA – San Francisco District Attorney Brooke Jenkins announced today that her office secured a conviction of Henry Luong (73), after a trial by jury for multiple incidents of domestic violence that occurred between 2022 and 2024. Mr. Luong was convicted of two counts of domestic violence (PC 273.5(a)), one count of assault (PC 240), one count of domestic battery (PC 243(e)(1)), one count elder abuse (PC 368(c)), and six counts of violating a criminal protective order (PC 166(c)(1)).

“I am grateful that justice has been served in this case,” said District Attorney Brooke Jenkins. “This guilty verdict will ensure that Mr. Luong will not be able to continue harming the victim. We take these cases very seriously and work with victims to fight for justice. We know how quickly these types of incidents can escalate into greater violence or tragedy and are committed to doing everything we can to prevent tragedy and keep residents safe in their own homes and everywhere in our city.”

According to the testimony and evidence presented at trial, the first charged incident occurred on May 1, 2022, when the victim was returning home from visiting her grandchildren out of town. Mr. Luong hit the victim with a metal spaghetti strainer and a broom stick. She used her arms and hands to block the blows, which made her hands bloody and swollen. On March 26, 2024, when the victim returned home from the store Mr. Luong began insulting her and threw her against the wall. She hit her head against the wall and fell, scraping her knees and bruising her face on the ground. She remained on the ground, unable to get up, until police arrived and called an ambulance. After that incident, a Criminal Protective Order (CPO) was issued ordering Mr. Luong to stay 150 yards away from the victim and her residence and ordering that he not contact her.

On September 12, 2024, Mr. Luong was placed in handcuffs by building security after violating the order. A court subsequently issued another criminal protective order he violated on October 23, 2024, when he returned to the building, shined a light into the victim’s window and began shouting insults at her. A court once again issued another criminal protective order which was violated again on October 28, 2024, less than one week after the prior violation, when he once again returned to the window and shouted insults at the victim.

The case against Mr. Luong was successfully prosecuted by Assistant District Attorney Max Draskovich with assistance from paralegals Lena Ku and Loretta Luu and IT support from Leland Chan and Noaeh Pinaire. Victim Advocate Oscar Gonzalez worked closely with the victim through the pendency of this case. Prosecutors were able to develop a strong case against Mr. Luong based on the work of SFPD’s Special Victims Unit for their thorough and careful investigation.

“I want to thank the victim for her courage in coming forward and testifying. It takes extraordinary strength to face an abuser in open court, and her voice was essential in this trial,” said Assistant District Attorney Max Draskovich. “Both victims of domestic violence and seniors are among our community’s most vulnerable people. It is important that we all do our best to uplift and protect them. I want to thank this jury for holding Mr. Luong accountable.”

Mr. Luong is currently out of custody. Sentencing is scheduled for October 2, 2025.
