San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Kenisha Roach (41), the former Director of Operations of the Providence Foundation, a San Francisco non-profit, and Robert Lacy Jr. (47), a former client engagement manager of the Providence Foundation, have been charged in connection to a fraud that cost the city over $115,000 following an investigation by the San Francisco District Attorney’s Office Public Integrity Task Force.
Ms. Roach is charged with felony counts of Misappropriation of Public Monies, Grand Theft, and two counts of Presenting a Fraudulent Claim. Mr. Lacy has been charged with felony counts of Grand Theft, two counts of Presenting a False Claim, and Use of Incorrect Contractor’s License with Intent to Defraud, and a misdemeanor count of Contracting without a License.
Ms. Roach and Mr. Lacy were arraigned on January 2, 2026, and each pleaded not guilty to all charges and denied the allegations. Their next court date is February 18, 2026, for pretrial conference.
According to court documents, between June 24, 2022, and September 5, 2022, Ms. Roach, as Director of Operations at the Oasis Family Shelter run by the Providence Foundation, allegedly intentionally approved over $115,000 in capital improvements to the Oasis Family Shelter to be performed by Mr. Lacy, an unlicensed contractor. These improvements included an exterior paint project and the removal of deadbolt locks from residents’ rooms. Records show the work was never done, yet Mr. Lacy allegedly knowingly presented invoices for payment later allegedly approved by Ms. Roach, who also allegedly knew the work had not been done. Payments from Providence were made to Mr. Lacy with money originating from the City. Mr. Lacy allegedly kept the payments, then personally sent Ms. Roach thousands of dollars in alleged kickbacks. Court documents indicate these transactions cost the City over $115,000 in public funds.
