Bureau of Investigations

WHO WE ARE:

The Bureau of Investigation is the law enforcement arm of the San Francisco District Attorney’s Office. The authority of the District Attorney’s Investigations Bureau is independent of other local law enforcement agencies. The Bureau of Investigations is accredited by the California Commission on Peace Officer Standards and Training. It consists of 36 sworn District Attorney Investigators (sworn peace officers per California Penal Code §830.1) and 3 civilian staff members. The Bureau is overseen by the Chief Investigator and supported by the Bureau Captain, Lieutenants and Sr. Investigators who supervise our units. The Bureau’s Units include Trial Preparation, Special Prosecution, and Economic Crimes.

WHAT WE DO:

The Bureau conducts follow-up investigations into cases submitted to the District Attorney by local law enforcement agencies. The types of cases vary from serious felonies, homicide, sexual assault, gang cases, narcotics, arson, and other major cases. District Attorney Investigators also assist other law enforcement agencies where investigative assistance, or specific expertise may be desired.

The Bureau also assumes original jurisdiction and is the primary investigative agency in a wide variety of economic crime cases including real estate fraud, major fraud, consumer fraud, elder financial fraud, worker’s compensation fraud, health/long-term disability fraud and auto fraud.

Additionally, the Bureau is the primary investigative agency for parental child abductions, Election Code violations, crimes committed by public officials, Fair Political Practices Act violations, Corporation Code violations, and environmental health violations. Investigators assist prosecutors in trial by developing leads and locating additional witnesses, uncooperative or reluctant witnesses, ensuring the safety of victims and witnesses, and engaging in trial strategy with their prosecutor partners.

The Trial Preparation Unit consists of Investigators who conduct a variety of investigative tasks for ADA’s who are preparing cases for preliminary hearings and trial.

This unit supports the following teams:

  • General Felony Preliminary Hearings
  • General Felony Trials
  • Homicide
  • Major Crimes
  • Domestic Violence
  • Sexual Assault
  • Misdemeanor
  • Juvenile

The Special Prosecution Unit investigates cases involving misuse of public funds, political corruption, hate crimes, threats and other crimes impacting the integrity of the justice system such as perjury, filing falsified documents, and criminal misconduct of government officials including local agencies, and other public employees. The unit is dedicated to upholding the highest standards of ethics, transparency, and accountability in government and public service.

The Economic Crimes and Consumer Protection Division conducts financial crime investigations in selected areas including white collar crimes and environmental crime. Investigators within the division handle cases related to complex fraud, consumer fraud, insurance fraud, real estate fraud, elder financial abuse, and worker’s compensation fraud.
