San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Edmund Bowen (42) was charged with murder in connection to a fatal shooting on September 26, 2025, in Civic Center. Mr. Bowen is scheduled to be arraigned on October 3, 2025, at 1:30 p.m. in Department 19 at the Hall of Justice. The District Attorney’s Office will move to have him detained pending trial due to the public safety risk he poses.
Mr. Bowen is charged with one count of murder (PC 187 (a)), one count of assault with a firearm (PC 245(a)(2)), and one count of possession of a deadly weapon (PC 33215)). The criminal complaint also includes an allegation that Mr. Bowen personally and intentionally discharged a firearm (PC 12022.53(d)) in the commission of the murder and that he personally and intentionally used a firearm (PC 12022.5(a)) deadly weapon in the commission of the assault (PC 12022.1(b)).
According to court documents, on September 26, 2025, at approximately 5:06 p.m. San Francisco Police responded to the 100 block of Larkin Street regarding a victim being shot by a shotgun. The gunshot victim lay in the ground bleeding from his upper thigh. On scene, San Francisco Police located a second victim who believed he was hit by shrapnel from the shotgun. Video obtained by the San Francisco Police allegedly shows Mr. Bowen grabbing an object wrapped in red cloth from his possessions, pointing and firing it in the direction of the victim who was approximately 20 feet away. Mr. Bowen was arrested by San Francisco Police shortly after the incident and found in possession of a short barrel shotgun and two shotgun shells.
Although charges have been filed, and this case is being handled by the San Francisco District Attorney’s Homicide Unit, this remains an active investigation.
