San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Otis Broughton (28), of Daly City, has been charged in connection with human trafficking offenses.
Mr. Broughton is scheduled to be arraigned on June 24, 2026, at 1:30 p.m., at the Hall of Justice. Prosecutors will move to have Mr. Broughton detained without bail pending trial because of the public safety risk he poses.
Mr. Broughton is charged with human trafficking involving a minor by force (PC 236.1(c)(2)) and pandering by encouraging (PC 266i(a)(2)).
According to court documents, on June 20, 2026, at approximately 11:32 p.m., Mr. Broughton and another man were allegedly driving, with the underage victim in the back seat, along Turk Street at a high rate of speed, making quick unsafe lane changes. San Francisco Police initiated a traffic stop and detained the occupants. The victim was reluctant to speak to officers in front of Mr. Broughton, but once she was moved away from him, she told officers that she was a minor and had been participating in sex work. She stated that Mr. Broughton had picked her up in Oakland and driven her to multiple places in San Francisco. While in the car, the victim had told Mr. Broughton several times, through tears, that she wanted to go home, but he did not take her home. The victim’s phone contained messages between her and Mr. Broughton which indicated that he was recruiting her to work as a sex worker for him.
