MAN CHARGED WITH MURDER, ASSAULT, ARSON, AND MULTIPLE FIREARM CHARGES IN CONNECTION TO FATAL SHOOTING IN OUTER SUNSET

San Francisco, CA – Today, San Francisco District Attorney Brooke Jenkins announced that Philippe Chagniot (68) was charged with murder in connection to a fatal shooting in the Outer Sunset. Mr. Chagniot is scheduled to be arraigned on May 29, 2026, at 1:30 p.m. in the Hall of Justice.

Mr. Chagniot is charged with murder (PC 187(a)), with an allegation that he used a firearm in the commission of the murder (PC 12022.53(d) and a special circumstance allegation of lying in wait (PC 190.2(a)(15)). He is also charged with assault with an automatic firearm (PC 245(a)(3)), arson (PC 451(d)), possession of an automatic firearm (PC 32625), possession of a silencer (PC 33410), and possession of a high-capacity magazine (PC 32310).

The District Attorney’s Office will move to have Mr. Chagniot detained pending trial without bail due to the public safety risk he poses.

According to court documents, on May 17, 2026, Mr. Chagniot allegedly disguised in dark clothing and a mask, approached the victim’s residence on a bicycle at approximately 5:09 a.m. SFPD Officers recovered surveillance of the incident which showed Mr. Chagniot allegedly spray-paint various surveillance cameras in the area before lighting a fire on top of a car in front of the victim’s home. Mr. Chagniot then allegedly hid off to the side. The victim came out of his house with a shovel and tried to remove the burning materials from the car. While the victim dealt with the fire, Mr. Chagniot allegedly approached the victim from behind with a silenced and fully automatic Mac-10 firearm and shot the victim in the back. Once the victim fell to the ground, Mr. Chagniot allegedly stood over him and fired again, killing him. Mr. Chagniot is then seen on the surveillance video, allegedly, casually biking away after murdering the victim.

SFPD Officers utilized nearby surveillance and FLOCK cameras and located Mr. Chagniot on his bicycle and then in a vehicle and tracked his movement, leading from his house to the victim’s house, both before and after the crime.
